An update regarding our relationship with Legacy Health System in Oregon and Washington
We are in discussions with Legacy Health System (Legacy) to renew our long-standing relationship so that our members have continued access to Legacy’s hospitals and physicians in the Portland, Oregon and Vancouver, Washington metro areas.
We want to keep Legacy in our network and are committed to engaging in productive negotiation.
If we are unable to reach an agreement, Legacy’s providers and the following hospitals will be out of network for members enrolled in Medicare Advantage and Group Retiree plans, effective Oct. 1, 2024:
Oregon
- Legacy Emanuel Medical Center
- Randall Children’s Hospital at Legacy Emanuel
- Legacy Meridian Park Medical Center
- Legacy Mount Hood Medical Center
- Legacy Good Samaritan Medical Center
Washington
- Legacy Salmon Creek Medical Center
Our top priority is to reach an agreement that is affordable and ensures continued, uninterrupted access to Legacy’s hospitals and providers
We have a responsibility to provide the people we serve with access to quality care while also helping to contain rapidly rising health care costs. We are engaged in good-faith negotiation with Legacy with the goal of reaching an agreement that is affordable and sustainable for families in Oregon and Washington. We have proposed meaningful rate increases that ensure the health system continues to be reimbursed at market-competitive rates.
We urge Legacy to work with us to reach an agreement that will ensure the members we serve can continue to afford care at Legacy.
We have created the following FAQs to ensure you and your family have the information needed regarding next steps as well as details to help meet your health care needs

Yes. We are actively meeting with Legacy with the goal of renewing our long-standing relationship so that the members we serve have continued access to Legacy’s hospitals and physicians in the Portland, Oregon and Vancouver, Washington metro areas. We want to keep Legacy in our network and are committed to engaging in productive negotiation.
We will remain at the negotiating table with Legacy as long as it takes to reach an agreement that will ensure the people we serve have continued access to care that is both quality and affordable.
Members enrolled in our Medicare Advantage PPO and Group Retiree plans may continue to receive care at a Legacy facility and from a Legacy physician, if the provider is Medicare-approved and accepts the plan.
The member’s share of the cost is typically the same as if the provider was part of the network.
Members enrolled in our Medicare Advantage PPO and Group Retiree plans are encouraged to speak with the provider to confirm they will provide care, regardless of their network status.
For support finding in-network physicians, members can call the customer care number on their health plan ID card or visit their plan’s website:
- myuhc.com
- myuhcmedicare.com
- retiree.uhc.com for Group Retiree plans

For now, nothing changes. Members may continue to receive care from their current Legacy physician.
If a member prefers to select their own physician, they can choose a new medical group and PCP from our network at any time.
Members enrolled in our Medicare Advantage PPO plans may receive care from an out-of-network provider, if the provider is a Medicare participating provider which accepts the plan. If members have a Group Retiree PPO plan, the member’s share of the cost is typically the same as if the provider was part of the network.
- UnitedHealthcare Group Retiree members are encouraged to speak with the provider to confirm they will provide care, regardless of their network status.

We understand that network changes can be difficult for our members. Our priority is to ensure our members have access to the care they need through a robust network of hospitals and physicians.
If we are unable to renew our agreement with Legacy, the members we are privileged to serve will continue to have ample access to in-network care from a broad network of providers and hospitals, including:
- OHSU Adventist Medical Center
- OHSU Oregon Health & Science University
- Peacehealth SW Medical Center

UnitedHealthcare members who are in the middle of treatment at Legacy hospital or from a Legacy physician may qualify for continuity of care, which provides continued in-network benefits for a specified period of time after a hospital or physician leaves our network. Examples of patients who may qualify include:
- Women who are pregnant.
- Patients with newly diagnosed or relapsed cancer, or those currently in active cancer treatment.
- Members who have questions about continuity of care should call the number on their health plan ID card.
In the event of an emergency, UnitedHealthcare members should go to the nearest hospital. Emergency care will be covered at the in-network benefit level, regardless of whether the hospital participates in our network.
